Vietnam has identified semiconductors as a strategic industry to support artificial intelligence (AI), digital infrastructure, and advanced manufacturing.
Hanoi has also set a target for the digital economy’s value-added contribution to account for at least 22% of its Gross Regional Domestic Product (GRDP) by 2026.
Under the agreement, the Hanoi People’s Committee will coordinate resources and facilitate collaboration. HUST will lead research and talent development, while MERI will provide technical expertise and support technology transfer.
G-Group will contribute engineering resources to research and technology adoption, while NST Group will focus on developing and commercializing semiconductor applications.

The partnership will initially focus on secure chip technologies, microelectronics, and semiconductor applications. The partners also plan to explore cooperation in chip design, nanoelectronics, semiconductor manufacturing technologies, and the development of research and testing facilities.
According to the partners, the collaboration is intended to accelerate the commercialization of semiconductor technologies for applications including digital identity, digital payments, telecommunications, and cybersecurity.
MERI, member of Element Group, specializes in semiconductor and microelectronics research and will support joint research and technology transfer under the agreement.
Ha Trung Kien, vice chairman of G-Group, said the partnership brings together government agencies, businesses, universities, and international research organizations to strengthen Vietnam’s semiconductor ecosystem.
Alexander Kravtsov, chief executive officer of MERI, said the agreement builds on long-standing cooperation between Vietnam and Russia and creates opportunities for future joint technology projects.
The partners said the initiative is expected to support Hanoi’s role in semiconductor research and innovation while contributing to Vietnam’s long-term technological development.
